Data collection
The survey will be conducted throughout 2026. The data collection will be divided into six eight-week waves to ensure a balanced representation of each period of the year.
Traditionally, the protocol includes an initial face-to-face questionnaire, the completion of a paper expenditure diary before a second visit by the interviewer to collect the diary and ask a second questionnaire.
During the seven days between the two visits, all members of the household are asked to record all their expenditure in a notebook. For most everyday expenditure, households use their receipts to provide the information. Where receipts are not available, they can record their expenditure manually in a table provided for this purpose.
The 2026 Household budget Survey introduces new methods of data collection :

the expenditure notebook can be completed using an app (smartphone or tablet) for some households
Data collection period
The survey runs from January 2026 to December 2026 and involves two visits to all households.
The next edition will be in 2030, then every five years thereafter.

Sampling method
For mainland France, households are randomly selected from the master sample compiled from Fidéli files.
The selection is a systematic two-stage selection, with an initial selection of primary units and then stratified by household size (one-person household, two-person household, three-person household, household with more than three persons).
In Guadeloupe, Martinique, French Guiana and Réunion, the sampling frame used is the set of the latest available annual census surveys, i.e. the 2023 and 2024 EARs for large municipalities and the 2019 to 2024 EARs for
small municipalities.
In Mayotte, the sampling frame is the 2025 RIL.
