The CPI covers the actual individual consumption of market goods and services consumed within the territory by both resident and non-resident households. Its theoretical scope is defined as monetary household final consumption expenditure. As with the HICP, owner-occupied housing (imputed rentals), life insurance, financial intermediation services indirectly measured (FISIM), narcotics, and prostitution are excluded.

The coverage of this scope is 99% in terms of consumption weight (2025 base). Geographical coverage is estimated to be over 95%.
