In April 2025, building contractors’ opinion on both their expected and past activity has deteriorated; in particular, the balance related to the expected activity has continued to decline. Both balances on activity have continued to fluctuate well below their respective long-term average.

However, contractors' opinion on their expected activity is mixed when broken down by type of construction work. In the maintenance and improvement sector, the corresponding balance of opinion has dropped very sharply, returning below its long-term average. Those relating to construction activities (both dwelling and non dwelling) have improved again, but remain below their long-term average, especially for dwellings.
Entrepreneurs in the sector are less pessimistic than in the previous quarter about the general outlook for their industry: the corresponding balance, which had reached its lowest recorded level ever since 2015 (when excluding COVID-19 pandemic) in the previous quarter, has bounced back, but still remains below its long-term average. For the most part, this rebound was driven by companies in the carcase work sector, while the corresponding balance was virtually stable in the building installation and completion sector.
The economic uncertainty felt by building construction managers has increased slightly, moving away from its average.

The balance of opinion on order books remains low
In April 2025, the balance of opinion relating to the level of building construction managers' order books is stable, well below its long-term average.
The production capacity utilisation rate has dropped back
In April 2025, 35% of companies have reported being at the limit of their production capacity (production bottlenecks), meaning that they would not be able to produce more with their current resources even if they received more orders. This share has increased slightly and stands just above its long-term average (34%).
The production capacity utilisation rate has dropped back: at 88.5%, it has thus returned below its long-term average (89.0%), and continues to trend near its lowest levels since the COVID-19 pandemic.
Almost as many business managers as in the previous month have reported facing obstacles limiting their production: at 60%, this proportion remains virtually stable, below its long-term average. More than in the previous month have reported facing insufficient demand (39%), a share well above its long-term average and which has now reached its highest level since 2017. They were also more numerous to declare facing workforce shortages (27%); this proportion remains slightly above its long-term average. Fewer construction entrepreneurs than in the previous quarter have reported facing recruitment difficulties (68%), although this proportion remains above its long-term average.
The share of companies reporting facing only supply difficulties has dropped anew slightly (22%), whereas the share of companies reporting facing only demand difficulties is virtually stable (21%).

In April 2025, the balance of opinion on expected prices has decreased slightly: it has gone back just below its long-term average, reaching a level unprecedented since June 2017 (excluding the COVID-19 pandemic).
The quarterly balance of opinion on cash-flow position is stable and remains slightly below its average. It stands at its lowest level since the COVID-19 pandemic.
The quarterly balance of opinion on payment delays has increased again, moving further away from its long-term average.
Business managers' opinion on expected workforce size has deteriorated slightly
In April 2025, business managers’ opinion regarding the evolution of their workforce size, both past and expected, has deteriorated slightly. The balance relative to expected workforce size has returned to its long-term average, whereas the one related to past workforce size has moved away from its own.
