In the maintenance and improvement sector, the corresponding balance of opinion has fallen sharply, while remaining slightly above its long-term average. Those relating to construction activities (both dwelling and non dwelling) have improved, especially for dwellings, but remain very significantly below their long-term average.

The balance of opinion on order books has resumed its decline
In March 2025, the balance of opinion relating to the level of building construction managers' order books, which was already way below its long term average, has resumed its decline.
The production capacity utilisation rate has bounced back
In March 2025, 36 % of companies have reported being at the limit of their production capacity (production bottlenecks), meaning that they would not be able to produce more with their current resources even if they received more orders; a virtually stable share that stands above its long-term average (34 %).
The production capacity utilisation rate has bounced back: at 89.2 %, it has thus returned slightly above its long-term average (89.0%), but remains at its lowest levels since the COVID-19 pandemic.
As many business managers as in the previous month have reported facing obstacles limiting their production: at 59%, this share is stable below its long-term average. Nearly as many as in the previous month have reported facing insufficient demand (36%), a share above its average over the past year, and fewer of them have declared facing workforce shortages (25%); this latter proportion remains below its long-term average.
The share of companies reporting only supply difficulties has rebounded slightly (23%), whereas the share of companies reporting only demand difficulties has risen again (20%).

In March 2025, the balance of opinion on expected prices has decreased for the third consecutive month and has nearly reached its long-term average.
Opinion on expected workforce size has improved slightly
In March 2025, business managers’ opinion regarding the evolution of their expected workforce size has improved slightly: the corresponding balance has rebounded mildly and has deviated from its long-term average. The balance relative to past workforce size has retreated, below its long-term average.
