From this publication onwards, index TP10a becomes TP10f and the heading becomes “Pipe works, sanitation and water supply with supply of multi-material pipes”. Index TP13 becomes TP13a with the same heading. The heading of the TP07b index now reads as follow: “Civil works, concrete and steel for maritime and river works” and that of the TP08 index now reads as follow: “Road development works and maintenance in urban areas”.

Furthermore, from this publication onwards, the weighting structure and inputs of the following indices are updated in order to better take into account the costs incurred in these activities: TP01, TP02, TP03b, TP04, TP07, TP08, TP09, TP10f, TP10b, TP10c, TP10d and TP11.

In addition, all civil engineering indices (except TP12d) and DDR02 index are affected by the gradual phasing out of the tax advantage on non-road diesel between 1 January 2024 and 1 January 2030. The non-road diesel input of the Energy item has therefore been replaced by a “non-road diesel for civil engineering” input which takes tax increases into account.

Furthermore, from this publication onwards, INSEE publishes two new civil engineering indices: TP10e “Pipe works, sanitation and water supply with supply of pipes in cast iron” and TP13b “Structural steelwork excluding supply of steel” and no longer releases the TP14  index “Underwater works by divers”. These changes are taken into account in the calculation of the TP01 “All works General index”, which is computed as a weighted average of the other civil engineering indices.

The monthly evolutions in January 2024 of the TP01, TP02, TP03a, TP03b, TP04, TP05a, TP05b, TP06a, TP06b, TP07b, TP08, TP09, TP10b, TP10c, TP10d, TP10f, TP11, TP12a, TP12b, TP12c, TP13a and DDR02 indices are calculated from their new weight structure and are chain-linked to their December 2023 value in order to obtain the January 2024 value, without revising previously disseminated values.

The new detailed composition are detailed in the notice published in the Official Journal referring to the release of the indices for January 2024 and in the methodological note Composition détaillée des index TP en base 2010 and Composition détaillée des index divers base 2010.

Definition

The Construction of buildings indices, Civil engineering indices, the Miscellaneous indices for construction and the index for updating material assets in construction are producer cost indices of different activities in the construction sector, mainly used for escalating contracts.

Calculation method

The methodological documentation is available on the “Documentation” tab.

Uses

Businesses and local authorities may use these official indices published in the Official Journal for escalating construction work bids, by selecting the activity that is closest to the subject of their bid. In contracts signed before the publication of the indices in the Official Journal of 16 January 2015 the former series have to be used until September 2014 inclusively, and, since October 2014 inclusively, the former series can be expanded by chain-linking it with the latter one. The result is to be rounded off to one decimal place.
