In August 2022, the number of business births for all enterprises rose again month on month (+1.9% after an increase of 4.6% in July seasonally and working-day adjusted). This increase was driven by that of micro-entrepreneurs' registrations (+3.7% after +5.8%), whereas conventional business births decreased slightly (–0.9% after +2.9%). However, the raw number of business births over the last twelve months (September 2021 to August 2022) decreased (–1.7%) compared to the same period one year earlier (September 2020 to August 2021).

New increase of business births in business support activities over a month

In August 2022, business births increased sharply over a month in business support activities (+4.0% after +5.4%), as well as in transportation and storage (+8.5%), other services activities (+3.8%) and industry (+5.7%). However, they fell back in real estate activities (–7.4% after +7.5%) and in education, human health and social work activities (–2.0% after +3.5%).

Slight increase in business births over the last three months

The raw number of business births over the last three months (June 2022 to August 2022) increased slightly, in comparison with the same months of 2021 (+0.7%). Micro-entrepreneurs’ registrations increased (+2.4%) as well as company births (+1.2%). On the other hand, conventional sole proprietorships’ births shrank strongly (–7.3%).

Over this period, business support activities made the sharpest positive contribution to the overall increase (+8,000 business births compared to the same months of 2021, representing a contribution of +3.3 points)*. Within this sector, the rise was due in particular to that of “business and other management consultancy activities” (+2,600 business births over the last three months in comparison with the same months one year ago).

* The contribution of a sector to the overall variation is the variation observed in this sector, weighted by the share of this sector in the total number of births.

Decrease in business births over the last twelve months

The raw number of business births during the last twelve months (September 2021 to August 2022) totted up decreased (–1.7% year on year), but at a slightly slower pace than in the previous month (–2.6%). Conventional sole proprietorships’ births decreased more sharply (–11.6%) than micro-entrepreneurs’ registrations (–2.4%). Conversely, company births increased sharply (+4.7%).

The fall is particularly noticeable in transportation and storage activities (–35.8% year on year).

Revisions

The monthly variation in the overall number of business births in July 2022 has been revised upwards by 0.2 points, to +4.6% instead of +4.4%, due to the revision of the raw data and the update of the SA-WDA parameters.

The business births data are build from the Register of Enterprises and Establishments (REE). This register is itself supplied with data from Sirene and enriched with elements from the Sirus statistical register.

The definition of creation adopted by INSEE is based on the concept defined by Eurostat, to harmonize and compare European data.

The appearance of a market producer legal unit with no predecessor is considered to be a newly created enterprise by Eurostat. This concept of creation relies on new production resources.

The business start-up statistics include applications for start-ups as micro-entrepreneurs, starting from the data relating to January 2009. Since this date, sole proprietorships excluding self-managed micro-entrepreneurs are called conventional sole proprietorships and start-ups excluding self-managed micro-entrepreneurs are called conventional businesses.

From the January 2022 publication, business births are calculated according to a revised scheme. This has led to an increase in the level of historic series of business births.
