In April 2020, the production capacity utilisation rate in industry has fallen to 67%, while many factories have been temporarily shut down because of general lockdown.
Given the context of the fight against the spread of COVID-19, the statistics published in this issue of Informations Rapides may be less accurate than usual.
Companies’ responses were collected between 25 March and 17 April 2020, during general lockdown, solely online and without any reminder. Consequently, the response rate is lower this month than usual. Given the usual non-response completion design, relying on past answers for non-responding firms, it is possible that some indicators are overestimated in this publication.
The production capacity rate has fallen steeply
In April 2020, the production capacity utilisation rate in industry has fallen to 67%, while many factories have been temporarily shut down because of general lockdown. It is the lowest level ever seen since the beginning of the series in 1976. The fall concerns all sub-sectors but is somewhat lesser in the agro-food industry, where the production capacity utilisation rate stands at 75%.

Demand prospects have markedly decreased
In April 2020, the industrialists’ balance of opinion on past variation in demand, overall and abroad, have markedly deteriorated and fallen back to their 2013 levels. The balances of opinion on demand prospects, overall and abroad, have dived to −25, a level that had been reached only twice, in 1993 and in 2008-2009.
Furthermore, despite the current difficulties in production, a larger share of industrialists than in January have considered their production capacity to be sufficient with regards to the likely evolution of order books in the next months.
A larger share of industrialists have reported that they have encountered supply and demand difficulties, often citing the COVID-19 pandemic as a factor limiting their production (see Focus in the Economic Outlook of 23 April 2020)

Deteriorated employment and prices prospects
Following demand outlook, the balance of opinion on the expected change in workforce size has sharply fallen back to below its long-term average. The balances of opinion related to past and expected prices, already low, have deteriorated.
The balance of opinion regarding general exports prospects has collapsed to its lowest level since the beginning of the survey.
Industrialists are expecting a fall in cash-flow
The balances of opinion regarding the current and recent development of cash-flow has fallen down. The balance of opinion regarding cash-flow development over the next three months has decreased markedly. It has lost 30 points over a quarter, while it had lost about 40 points between July 2008 and January 2009, then reaching the lowest level of the series, that was then biannual.
