Insee PremièreSalaries in the local civil service in 2024 The average net salary rose by 1.3% in real terms

In 2024, a local civil service (LCS) employee earned on average 2,317 euros net per month in full-time equivalent terms. This average included all local authority employees, regardless of status or category, whether they were on civil servant status or not. In nominal terms (current euros), the average net salary increased by 3.3% relative to 2023. After accounting for inflation (+2.0% in 2024), after +4.9% in 2023, the average net wage increased by 1.3% in real terms compared to 2023, after falling by 0.9% in 2023.

Among the local civil servants, who accounted for more than three out of four employees in full‑time equivalent terms, the average net salary increased by 1.4% in real terms. The average net salary of non‑civil servants, meanwhile, rose by 1.5%.

In municipalities, the average net salary in full-time equivalent terms stood at 2,186 euros per month. In French departments, it stood at 2,528 euros. In 2024, women’s net wages were on average 7.0% lower than men’s. However, the gender pay gap among comparable positions reached 4.2%, a level comparable to 2023.

Among employees working all year round in 2023 and 2024 for the same employer and with the same work share, accounting for nearly seven out of ten employees in the LCS, the average net salary increased by 2.2% in real terms, after -0.2% in 2023.
