Salaries in the state civil service in 2024 The average net salary increased by 2.6% in real terms
In 2024, a state civil service (SCS) employee earned on average 3,018 euros net per month in full‑time equivalent terms. This average included all state employees in ministries and public institutions, whether on civil servant status or not, excluding hospital and local civil service employees. In nominal terms (current euros), the average net salary rose by 4.7% relative to 2023. After accounting for inflation (+2.0% in 2024), the average net wage increased by 2.6% in real terms compared to 2023. This growth followed two years of decline (-0.4% in 2023, -2.2% in 2022) occuring during a high inflation period. The rise in 2024 was mainly driven by an increase in bonuses and, to a lesser extent, by index‑based pay adjustments implemented during the period.
Among the state civil service employees, the average net salary of civil servants increased by 3.1% in real terms. This increase was primarily driven by category A staff, whose average net salary rose by 3.4% in constant euros. Due to the transfer of some of the highest-paid category C employees to category B, the average net salary for category C employees decreased (-2.6%), while it increased for category B employees (+2.1%). The average net salary for non-civil servants also rose (+2.2%).
In 2024, women’s net wages were on average 12.0% lower than men’s, narrowing the gap by 0.4 percentage points compared to 2023. However, the gender pay gap among comparable positions reached 2.9% in 2024, up by 0.3 percentage points.
Among employees working all year round in 2023 and 2024 for the same employer and with the same work share, representing more than six out of ten employees in the SCS, the average net salary increased by +3.9% in real terms.
