Insee PremièreSalaries in the local civil service in 2023 The average net salary fell by 0.9% in real terms

In 2023, a local civil service (LCS) employee earned on average 2,254 euros net per month in full-time equivalent terms; this average included all local authority employees, regardless of status or category, wether they were civil servants or not. In nominal terms (current euros), the average net salary increased by 3.9% relative to 2022. Given the persistence of high inflation in 2023 (+4.9% after +5.2% in 2022), the average net salary in real terms fell again: -0.9%, after -1.1% in 2022.

The average net salary of civil servants, who accounted for more than three out of four employees in full-time equivalent in the LCS, fell by 1.2% in real terms; that of non-civil servants rose by 0.5%.

In the municipalities, the average net full-time equivalent salary was 2,121 euros per month. In the French departments, it was 2,478 euros. On average, women earned 6.8% less than men, a gap that decreased of 0.3 points over one year. The gender pay gap among comparable profiles was at 4.0% in 2023, and stable compared with 2022.

Among employees working all year round in 2022 and 2023 for the same employer and with the same work share, representing almost seven out of ten employees in the LCS, the average net salary fell by 0.2% in real terms, after four years of increase.
