Insee PremièreSalaries in the state civil service in 2023 The average net salary fell by 0.4% in real terms

In 2023, a state civil service employee earned on average 2,886 euros net per month in full-time equivalent (FTE) terms. This average included all state employees in ministries and public institutions, whether on civil servant status or not, excluding hospital civil service and local civil service employees. In nominal terms (current euros), the average net salary increased by 4.4% relative to 2022. Given the continued high inflation in 2023 (+4.9%, after +5.2% in 2022), the average net salary in real terms decreased (-0.4%, after -2.2%).

Among the state civil service employees, the average net salary of civil servants fell by 0.2% in real terms and that of non-civil servants was stable. The fall was greater for category B civil servants (-1.7%), who benefited less from specific pay rise measures. The average net salary of civil servants in category A was almost stable (-0.1%), and that of category C civil servants was stable.

Women's net salaries in FTE terms were, on average, 12.2% lower than men's, a gap down by 0.7 points compared to 2022. The gender pay gap among comparable profiles was at 2.6% in 2023 and almost stable compared with 2022.

Among employees working all year round in 2022 and 2023 for the same employer and with the same work share, representing more than six out of ten employees in the state civil service, the average net salary increased (+0.9%) in real terms.
