The labour market situation of Active Solidarity Income (RSA) recipients at the end
of 2024
The French Full Employment Act (Loi pour le plein emploi) provides for all RSA recipients to be systematically registered with the national public employment service, France Travail, starting in early 2025.
Although the French Labour Force Survey (Enquête Emploi) is not the main source for counting RSA recipients, a change to the questionnaire in 2024 now allows reliable measurement of key labour market indicators for this population. Thus, on the eve of the implementation of the law, in the second half of 2024, nearly one in two RSA recipients was registered with France Travail. RSA recipients were relatively inactive on the labour market, with an ILO activity rate of 45%, well below that of the rest of the population aged 15 to 64 (76%).
Among RSA recipients, those already registered with France Travail formed a relatively homogeneous group in terms of employment status, closer to the labour market but often constrained in their labour supply. Those not registered were a more heterogeneous group, with more people in employment but also more inactive people. This higher inactivity was most often due to health or family reasons.
