Insee PremièreSalaries in the local civil service in 2022 The average net salary fell by 1.1% in real terms against a backdrop of high inflation

In 2022, a local civil service (LCS) employee earned on average 2,145 euros net per month in full-time equivalent (FTE) terms. This average included all local authority employees, regardless of status or category, whether they were civil servants or not. In nominal terms (current euros), the average net salary increased by 4.1% relative to 2021. Given the sharp rise in inflation in 2022 (+5.2%, after +1.6% in 2021), the average net salary in real terms fell again (-1.1%), following a decline in 2021 (-0.5%).

The average net salary of civil servants, who accounted for three out of every four employees in the LCS, fell by 1.4% in real terms, while that of non-civil servants rose by 0.9%.

The average net full-time equivalent salary was 2,021 euros per month in the municipalities and 2,351 euros in the French departments. Women's net salaries were, on average, 7.9% lower than men's, a gap that decreased slightly over one year (-0.1 points). The gap for a comparable profile was at 4.8% in 2022, unchanged from 2021.

Among employees working all year round in 2021 and 2022 for the same employer and with the same work share, representing almost two-thirds of all employees in the LCS, the average net pay rose by 0.2% in real terms.
