In some sectors, the change of production between November and December was boosted by an atypical seasonal pattern not taken into account by the models used for seasonal and working-day adjustments. As a result, the increase in production in December may be overestimated in the seasonally adjusted figures.

In 2023, an unusually high share of the end-of-year school vacations took place in January, rather than being concentrated mainly in December as usual.

The seasonal and working-day adjustments models do not take into account this infrequent situation. The correction made by these models consists in inflating the index for December 2023 on the basis of a number of working days below the average for this type of month (December 2023 includes 5 full weekends, plus the Christmas Monday), whereas the production is finally higher than expected due to the shift in vacations.

In December 2023, output expanded over a month in the manufacturing industry (+1.2% after +0.2%) and the whole industry (+1.1% after +0.5%).

Over a month, output accelerated in the “other manufacturing” industries

In December 2023, output accelerated in the “other manufacturing” industries (+2.1% after +0.3%). It bounced back in the manufacture of food products and beverages (+1.5% after -0.9%). It also accelerated in the manufacture of transport equipment (+1.6% after +0.3%): it increased again in the manufacture of “other transport equipment” (+2.6% after +3.5%) but was stable in the manufacture of motor vehicles, trailers and semi-trailers (after -4.0%). Output increased slightly in mining and quarrying, energy, water supply (+0.2% after +1.9%). On the contrary, it fell back in the manufacture of machinery and equipment goods (-2.4% after +1.4%) and decreased again in the manufacture of coke and refined petroleum products (‑1.7% after ‑1.7%).

Over a year, manufacturing output was up by 0.3%

Cumulative output over the last quarter 2023 was slightly higher than that of the same quarter of 2022 in the manufacturing industry (+0.3%), while it increased more markedly in the whole industry (+1.1%) due to the upturn in electricity production.

Over this one-year period, output expanded markedly in mining and quarrying, energy, water supply (+5.9%), in the manufacture of transport equipment (+6.6%) and in the manufacture of machinery and equipment goods (+2.1%). It increased strongly in the manufacture of coke and refined petroleum products (+23.5%), due to the strikes that had affected the refineries in October 2022. On the contrary, output declined in the manufacture of food products and beverages (‑3.5%) and in the “other manufacturing” industries (‑0.7%).

Output in some energy-intensive industries remained lower compared to the level of 2021

In the context of high electricity and gas prices invoiced to firms given the contracts agreed in 2022 for 2023, energy-intensive industries are particularly exposed to rising –or persistently high– production costs, which may affect their output. Output over the last three months (October to December 2023) remained thus down sharply compared to that of the second quarter of 2021 (last quarter before the sharp rise of energy prices), particularly in the manufacture of pulp, paper and paperboard (‑19.7%), the manufacture of basic iron and steel and of ferro-alloys (‑18.9%), the manufacture of glass and glass products (-13.9%) and the manufacture of basic chemicals (‑10.9%).

The monthly evolution of the November 2023 manufacturing index has been revised downwards

Compared to the previous release, the evolution of the manufacturing index between October and November 2023 has been revised downwards by 0.1 points (after rounding) at +0.2% instead of +0.3%. The evolution of the index for the whole industry is unchanged.
