The balance of opinion related to the general business outlook has diminished again sharply

In September 2023, the balance of opinion on the general business outlook has diminished again sharply but remains above its long-term average. Moreover, the balances on the past and expected sales have both retreated. The balance associated with ordering intentions remains stable for its part, at its average level. Finally, more business managers consider that the evolution of their business situation is difficult to forecast compared to the previous month.

Concerning employment, the balance of opinion associated with the recent change in the workforce size has fallen again while the one associated with their expected change is stable. Both of them remain below their long-term average.

The balance associated with the current level of stocks has declined again and has moved closer to its average. The bimonthly balance on the cash position has declined sharply and has moved away from its own. In particular, in retail trade (excluding motor vehicles), it has reached its lowest level since May 2020.

In September 2023, the balance of opinion on the expected selling prices is stable, after having sharply diminished between April and July. The bimonthly balance on the past prices is also stable. Both of them remain well above their long-term average.

Business managers are less optimistic in retail trade (excluding motor vehicles) than in trade and repair of motor vehicles

The balance of opinion on the past sales has sharply retreated in retail trade (excluding motor vehicles) but has markedly increased in trade and repair of motor vehicles. Likewise, the one on the general business outlook has diminished more sharply in retail trade (excluding motor vehicles) than in trade and repair of motor vehicles. The balance on the employment outlook has slightly retreated in retail trade (excluding motor vehicles) while it has rebounded a little in trade and repair of motor vehicles.

Moreover, the balance on the expected selling prices has rebounded a little in retail trade (excluding motor vehicles) but has retreated in trade and repair of motor vehicles. These two balances remain both above their long-term average.

Finally, the balance on the current level of stocks has retreated sharply in trade and repair of motor vehicles, moving below its long-term average, while it has rebounded in retail trade (excluding motor vehicles), remaining above its own.

The whole sector “retail trade and trade and repair of motor vehicles” is composed for 70% of retail trade and for 30% of trade and repair of motor vehicles.

For the three-modality questions, a balance of opinion is the difference between weighted percentage of “increase” or “above normal” answers and weighted percentage of “decrease” or “below normal” answers.

This survey is part of the Joint Harmonised EU Programme of Business and Consumer Surveys, partly funded by the European Commission.

Company responses were collected between 28 August and 18 September 2023.
