In November 2021, the Consumer Price Index (CPI) rose by 0.4% over one month, as in October. The prices of services are on the rise (+0.2% after +0.0%) and those of food rebounded (+0.4% after −0.2%). The prices of manufactured goods advanced, over a month, at the same rate as in October (+0.2%). The prices of tobacco were stable and those of energy slowed down (+1.5% after +4.8%).
Seasonally adjusted, consumer prices rose by 0.3% in November, after +0.5% in October.
Year on year, consumer prices grew by 2.8%, after +2.6% in October. This increase in inflation resulted from the acceleration in energy prices (+21.6% after +20.2%), manufactured good prices (+0.8% after +0.3%) and service prices (+1.9% after +1.8%). The prices of food slowed down (+0.5% after +0.7%) and those of tobacco stabilize (+0.0% after +4.8%).
Increase in core inflation year on year
Year on year, core inflation grew in November, up to +1.7%, after +1.4% in October. The Harmonised Index of Consumer Prices (HICP) rose by 0.4% over one month, as in the previous month; year-on-year, it increased by 3.4%, after +3.2% in October.

Maintained increase in energy prices year on year
Year on year, the energy prices accelerated in November (+21.6% after +20.2%). The prices of petroleum products increased (+29.2% after +27.0%) in link with those of diesel (+27.9% after +27.4%), petrol (+24.4% after +22.2%) and liquid fuels (+50.5% after +44.1%). The increase in electricity prices (+3.3% after +2.6%) and gas prices (+50.8% after +50.2%) maintained year on year under the influence of market prices.
Acceleration in the prices of manufactured goods year on year
Year on year, manufactured products increased by 0.8%, after +0.3% in the previous month. This acceleration is linked with the one in the clothing and footwear prices (+1.6% after +0.0%) and the one in “other manufactured goods” (+1.3% after +0.8%). The prices of furniture and furnishings (+4.4% after +3.8%), major household appliances (+0.6% after +0.0%), camper vans, caravans and trailers (+1.6% after +0.0%) and other appliances, articles and products for personal care (+1.4% after +0.2%) increased sharply. The prices of vehicles (+1.2%), jewellery, clocks and watches (+3.0%) and gardens, plants and flowers (+3.9%) advanced, over a year, at the same rate as in the previous month. Finally, the decrease in health product prices accentuated (−2.0% after −1.6%).

Increase in service prices year on year
Year on year, service prices rose in November: +1.9% after +1.8% in October. The prices of transport services accelerated (+11.8% after +8.8%) in link with those of transport by road (+7.4% after +3.7%) and transport by railway (+10.1% after +7.3%). The prices of “other services” (+1.7% after +1.5%) and those of housing-related service (+1.5% after +1.4%) increased. The prices of communication services slowed down (+2.6% after +5.3%) and the decrease in health service prices softened (−0.5% after −0.8%).

Slowdown in food prices year on year
In November, food prices rose by 0.5%, after +0.7% in October. Those of fresh food produces fell back (−0.7% after +1.5%) due to the accentuated decrease in fresh vegetable prices (−9.4 % after −4.5 %) and the slowdown in fresh fish prices (+3.9% after +8.1%). In contrast, the prices of fresh fruits rose by 4.5% after +4.3% in the previous month. Excluding fresh produces, the food prices increased by 0.7% after +0.5% in October. The prices of bread and cereals (+1.4% after +0.9%) and those of alcoholic beverages (+0.8% after +0.7%) accelerated. The prices of meat slowed down slightly (+1.3% after +1.4%) and those of milk, cheese and eggs fell back (−0.2% after +0.1 %).
Revisions
Compared to the provisional estimates published on November 30, 2021, the year-on-year and month-on-month changes in CPI and in HICP have been confirmed.

The price collection carried out by collectors on the field was adjourned with the beginning of lockdown, from the 16th March to the 15th June 2020, in November and December 2020 and progressively since the end of March 2021 until the end of May 2021 in metropolitan France. Despite the introduction of alternative collection methods (price collection online, telephone collection, scanner data), the quality of the indices was affected. Therefore, the level of the indices, the month-on-month rate and particularly the year-on-year rate should be considered cautiously. The missing prices due to a lack of collection or an impossibility to purchase the products were imputed in compliance with Eurostat guidelines. In November 2021, this imputation rate due to Covid-19 is about 1%, after 2% in October.
