The health crisis due to the Covid-19 impacted the quality of the data in May: price collection on the field has been progressively adjourned since the end of March 2021 with the lockdown of the different territories; moreover, certain products were unavailable for sale.

Monthly change: +0.3% in May; Year-on-year change: +1.4%
In May 2021, the Consumer Price Index (CPI) rose by 0.3% over one month, after +0.1% in April. The service prices grew (+0.3% after +0.1%) and those of energy (+0.5% after –0.4%) and those of manufactured goods (+0.1% after –0.1%) rebounded. The prices of tobacco were stable and those of food slowed down slightly (+0.5% after +0.6%).
Seasonally adjusted, consumer prices advanced by 0.2% after +0.1% in April.
Year on year, consumer prices rose by 1.4%, after +1.2% in April. The energy prices accelerated (+11.7% after +8.8%). The decline in manufactured good prices softened (–0.1% after –0.2%). The decrease in food prices was maintained at the same level as in April (–0.3%). The price of services (+1.1% after +1.2%) and those of tobacco (+5.3% after +5.8%) slowed down.
Decrease in core inflation year on year
Year on year, core inflation fell in May, down to +0.9%, after +1.0% in April. The Harmonised Index of Consumer Prices (HICP) rose by 0.3% over one month after +0.2% in the previous month; year on year, it increased by 1.8%, after +1.6% in April.

Acceleration in energy prices year on year
Year on year, the energy prices accelerated in May (+11.7% after +8.8%). The prices of petroleum product increased sharply (+19.4% after +13.9%) in link with diesel prices (+18.0% after +12.0%) and petrol prices (+21.7% after +18.3%). The prices of natural and town gas accelerated (+11.4% after +9.5%) and those of electricity increased slightly (+3.1% after +3.0%)
Less decrease in manufactured product prices year on year
Year on year, manufactured product prices decreased by 0.1%, after −0.2% in April. The clothing and footwear prices declined sharply less than in the previous month (−0.2% after −2.3%). The prices of « other manufactured goods » slowed down (+0.2% after +0.4%) in link with those of furniture and furnishings (+2.0% after +3.6%), those of gardens, plants and flowers (+0,9% after +5,6%), those of newspapers, books and stationery (+1.4% after +3.0%) and those of vehicles (+0.1% after +0.3%). The prices of games, toys and hobbies rebounded (+0.7% after −1.3%) and those of other appliances, articles and products for personal care were stable after a decrease in April (−0.8%). The prices of major household appliances (+0.9% after +0.1%) and those of equipments for sport (+2.0% after +0.4%) accelerated. Finally, the prices of health products decreased by 1.0% as in April.

Maintained decline in food prices year on year
In May, food prices decreased by 0.3% as in April. The decline in fresh product prices was less marked than in the previous month (−2.7% after −3.6%) in link with the less decrease in fresh vegetable prices (−5.7% after −6.9%) and in fresh fish prices (−3.9% after −10.4%). The prices of fresh fruits slowed down for the third consecutive month (+0.3% after +2.4% in April, +6.7% in March and +8.1% in February). Excluding fresh produces, food prices decelerated slightly (+0.2% after +0.3%). The prices of meat (+0.1% after +0.5%), those of milk, cheese and eggs (+0.3% after +0.5%), those of alcoholic beverages (+1.4% after +1.6%) and those of non-alcoholic beverages (stable after +0.3%) slowed down. The decrease in bread and cereals prices softened (−0.2% after −0.8%).
Slight slowdown in service prices year on year
Year on year, service prices increased by 1.1% in May, after +1.2% in April. The prices of communication services slowed down (+3.5% after +4.2%) in the wake of the downturn in wireless telephone service prices (−0.7% after +5.1%). The prices of « other services » also decelerated (+0.9% after +1.3%). The transport service prices accelerated sharply (+4.6% after +1.7%) in link with the rebound of the transport by road prices (+10.0% after −0.6%) and the less decrease in transport by railway prices (−1.0% after −3.4%). The prices of housing-related services rose slightly (+1.0% after +0.9%). The decrease in health prices softened (−0.4% after −0.9%) in link with the increase in medical services (+1.1% after +0.8%).

Revisions
Compared with the provisional estimates published on May 28, 2021, the month-on-month and year-on-year changes in the CPI and the year-on-year changes in the HICP have been confirmed. The month-on-month changes in HICP were down by 0.1 points.

The price collection carried out by collectors on the field was adjourned with the beginning of lockdown, from the 16th March to the 15th June 2020, in November and December 2020 and progressively since the end of March 2021. Despite the introduction of alternative collection methods (price collection online, telephone collection, scanner data), the quality of the May indices was affected. The missing prices due to a lack of collection or an impossibility to purchase the products were imputed in compliance with Eurostat guidelines. In May 2021, this imputation rate due to Covid-19 is about 14% as in April. In May 2020, the imputation rate was about 39%.Therefore, the level of the indices, the month-on-month rate and particularly the year-on-year rate should be considered cautiously.
