Multiple Employers over One Year or “Fragmented” Employment: Transitional Situation, Supplementary Activity or Lasting Insecurity

Alexandra d’Agostino, Christine Fournier, Camille Stephanus (CEREQ).

In 2014, 16% of private-sector employees had multiple employers over the course of the year. One year later, 60% of these were still in this situation of “fragmented” employment.

5.7% of employees were in transitional, fragmented employment, a situation more prevalent among young people, especially those entering working life. For the others, this situation is lasting: either in addition to a primary activity (1.2% of employees), especially among the most educated and most highly paid; or as part of permanently precarious fragmented employment (8.3%), a situation that affects the less qualified in particular. Beyond the individual profile of employees, the professional field in which they work also plays a role: permanently precarious fragmented employment is more frequent in accommodation and food services or sectors that rely on intermittent or seasonal work.

The professional aspirations of employees and their relationship with training are also highly dependent on the configuration of the area in which they work. Employees in permanently precarious fragmented employment, who report arduous working conditions and uncertain employment prospects, are those who find it most difficult to access training.
