The creation of the property ownership database aims to enhance information from the tax administration regarding both built and unbuilt properties, with the ultimate goal of improving the knowledge of property ownership in France.

The land property ownership database is a structured compilation of administrative data, designed to serve purposes related to statistics on individual property ownership, whether it concerns land, housing, commercial properties, etc. Conversely, it also allows for the enrichment of property analyses with details about the owners.

The "Majic files" (update of cadastral information), compiled by the General Directorate of Public Finances, form the central source of the database. They list the owners of each property. These are supplemented by data from the National Business Register (registre national des entreprises; RNE) and the Register of Beneficial Owners ( registre des bénéficiaires effectifs; RBE), developed by INPI. The latter helps identify individual owners through a company without legal personality, such as a real estate investment company (société civile immobilière, SCI).

Finally, an identifier is integrated in order to match the file with Fideli and thus identify characteristics of the owners.

Additional contextual data further enriches this database: on one hand, the file of deceased individuals, and on the other hand, the database of property value requests ( demandes de valeurs foncières, DVF).

The database is being published for the first time in 2025, with data from the 2018 to 2023 vintages.

Preliminary work was carried out on the 2017 vintage. At that time, it was called "Fidelimmo," and the database was limited to households residing in France and housing. The matching method was based on a specific nine-step process, while the matchings in the property ownership database (BPF) use the non-significant statistical code (CSNS), an irreversible encryption operation to obtain a matching key, ensuring the impossibility of individually identifying the individuals involved.
