The Survey on "Global value chains" is collected every three years by the official statistical system. It helps to improve knowledge of companies' internationalization strategies. The survey studies the fragmentation process implemented by companies, which leads them to outsource in France or to relocate abroad work previously carried out in-house, or even to relocate in France activities carried out abroad.

The "Global value chains"survey is a European initiative survey under a voluntary commitment (gentlemen's agreement). It is optional for the 2012, 2016 and 2020 vintages. It will become mandatory for the next vintage (2023) and will be integrated into the Fribs regulation (EU regulation 2019/2152). The delegated act is currently being prepared by Eurostat.

For almost twenty years, Eurostat has actively supported and contributed to the development and implementation of GVC surveys. In addition, GVCs are now included in the FRIBS regulation. The topic of offshoring/relocation is at the heart of current events, especially in the year 2020.
Global value chains cover the fragmentation of production processes implemented on a global scale. In order to remain competitive, companies are increasingly organizing their production on a global scale and are increasingly using suppliers located around the world. The effect on employment in European economies can be different for different types of jobs.

The 2020 edition seeks to study the fragmentation of production processes implemented by companies. This fragmentation leads them to outsource in France or to relocate tasks or work previously carried out in-house, or even to relocate previously relocated activities to France.

Information on the type of activities outsourced or relocated and their location (France, foreign countries or zones) is collected from companies established in France. The units surveyed are also asked about the impact of internation sourcing in terms of employment, as well as the motivations and obstacles encountered during its implementation. The survey also collects information on relocations (type of activities relocated and reasons for this decision) and on the company's positioning in the value chain (purchase/supply of goods, materials and services abroad). Particular attention is paid to the effects of the Covid-19 health crisis on relocation projects.

At the European level, the questionnaire was presented to a working group at Eurostat. The French version is largely based on the European proposal. The main difference is the addition of a module on relocation, which is absent from the European questionnaire in 2020. In addition, we have two models of questionnaire, a version for companies belonging to a group and a version for independent companies. Only the wording of the questions and a few modalities (mainly relocation within or outside the group) differ, the structure of the two questionnaires being identical.
