Définition

In statistics matters, overseas departments and regions (aka DROM or DOM) stands for the territories covered by the article 73 of the Constitution of the French Republic, namely Martinique, Guadeloupe, French Guiana, Reunion Island, Mayotte.

Overseas collectivities stands for the territories covered by the article 72-3 of the Constitution of the French Republic :

  • the overseas collectivities of Saint Barthelemy, Saint Martin (French part), Saint Pierre and Miquelon, Wallis and Futuna and French Polynesia,
  • New Caledonia, the French Southern and Antarctic Lands and the island of La Passion-Clipperton.

Following the treaty on the functioning of the european Union (articles 349, 355 & ad 355), France has six outermost regions, i.e. the 5 overseas departments and regions and the Saint-Martin island. Together with metropolitan France, this defines the national territory for national accounts.

New Caledonia, French Polynesia, Wallis-et-Futuna islands and Saint-Martin’s French part of the island have their own statistical office.

Overseas collectivities statistics on insee.fr mainly come from the population census, as Insee is responsible for the data collection, computation and dissemination of legal population for metropolitan France, DOM & COM.
