In Q4 2024, prices of second-hand dwellings in France (excluding Mayotte) were virtually stable: +0.1% (provisional seasonally adjusted results), after ‑0.1% in Q3 2024 and -0.5% in Q2 2024. This is the second quarter of almost stability, after six quarters of decline.
Over a year, prices declined for the sixth quarter in a row: ‑2.1% in Q4 2024, after ‑3.9% in Q3 2024 and ‑4.9% in Q2 2024. Prices fell by 1.8% for flats and by 2.3% for houses.

In Île-de-France, prices fell slightly in Q4 2024
In Q4 2024, the prices of second-hand dwellings in Île-de-France fell slightly over a quarter: ‑0.2%, after ‑0.1% in Q3 2024 and ‑0.9% in Q2 2024. This fall was driven by house prices, which fell anew after rising in Q3 2024 (‑1.3% in Q4 2024 after +0.4%). Conversely, flat prices rose slightly (+0.3% in Q4 2024 after ‑0.3% in Q3 2024). They rebounded in Paris (+0.5% in Q4 2024 after ‑0.4% in Q3 2024) and immediate suburbs (+0.3% after ‑0.2%), while they were stable in the outer suburbs (after a 0.4% fall in Q3 2024).
Over a year, prices of second-hand dwellings in Île-de-France continued to fall, but at a slower pace: ‑3.6% in Q4 2024, after ‑5.3% in Q3 2024 and ‑7.1% in Q2 2024. Prices fell more sharply for houses (‑5.0% after ‑5.4%) than for flats (‑2.9% after ‑5.2%). Flat prices continued to fall over a year in Paris (‑3.0% after ‑5.5%), as they did in the immediate suburbs (‑3.2% after ‑5.6%) and the outer suburbs (‑1.8% after ‑3.9%).
In Provincial France, prices were virtually stable over the quarter
In Q4 2024, prices of second-hand dwellings in Provincial France were virtually stable for the second quarter in a row: +0.1%, after ‑0.1% in Q3 2024 and ‑0.4% in Q2 2024.
Over a year, the prices of second-hand dwellings fell, but at a slower pace: ‑1.7% in Q4 2024, after ‑3.4% in Q3 2024. The decline in prices remained more marked for houses (‑1.9% after ‑3.6%) than for flats (‑1.2% after ‑3.0%).

The annual number of transactions stopped decreasing
At the end of December 2024, the annual number of transactions over the last twelve months was estimated at 792,000, after 780,000 at the end of September 2024 and 792,000 at the end of June 2024. The annual volume of transactions rebounded slightly, returning to the level of June 2024; this increase followed a continuous decline since the end of September 2021. The proportion of transactions concerned 2.1% of the dwelling stock: this share was stable for the second quarter in a row, after a significant drop from its peak reached in the third quarter of 2021 (3.2%). It has remained, for the past six quarters, below the level of the early 2000s, before the economics crisis of 2008.

Notaries-INSEE second-hand dwellings price index
The calculation of indices is based on the transactions completed over the quarter. The methodology is based on models explaining the price of housing according to its characteristics. The current value of a reference housing stock is estimated thanks to these models. Notaries-INSEE second-hand dwellings price index
The calculation of indices is based on the transactions completed over the quarter. The methodology is based on models explaining the price of housing according to its characteristics. The current value of a reference housing stock is estimated thanks to these models.
