On 31 December 2012, 5.5 million employees worked in the civil service in France. In the space of one year, the overall headcount was up by 0.3 %. The rise was driven by the territorial civil service (+ 1.6%) and the hospital civil service (+ 0.7%), while numbers were down in the State civil service (- 1.0%). Among those who changed neither branch nor status, 1.4% changed line-management categories in the course of the year.
