In 2008, the average net monthly wage of a full-time employee of the local-government civil service (Fonction Publique Territoriale: FPT) came to €1,743, a 2.2% gain in current euros on the previous year. In constant euros-i.e., adjusted for the 2.8% increase in prices in 2008-earnings slipped 0.6%. Excluding from the scope of coverage in 2008 the 50,000 low-skilled workers whose management was transferred from central government to local government that year, the average net monthly wage shed 0.2% in constant euros. For full-time employees on the payroll of the same local-government unit in both 2007 and 2008, net wages rose 3.4% in current euros and 0.6% in constant euros.
