The EC survey on information and communication technologies (ICT) use and electronic commerce in businesses is part of the European survey program, in accordance with European regulation n° 1006/2009 of September 16, 2009 amending the regulation of April 21, 2004.
This program serves to evaluate the progress of use of ICTs by European businesses.
The aim of the ICT survey is to improve understanding of computerisation and the dissemination of information and communication technologies in enterprises with less than 10 persons employed.
It aims notably to assess the place of new tools in external business relations (internet, electronic commerce) and in their internal working (networks, integrated management systems).

This survey is in line with the thematic surveys carried out since 2001 at the initiative of Eurostat.
In France, this type of survey was carried out in 2002 with 12,000 enterprises in industry, commerce and services (ICT 2002) after specific investigations carried out on the theme of electronic commerce in 2000 and 2004. Subsequently, annual surveys on enterprises with at least 10 persons employed were carried out in the framework of Regulation No 808/2004 of 21 April 2004 of the European Parliament and of the Council, as amended by Regulation No 1006/2009 of 16 September 2009, concerning community statistics on the information society.
The ICT-VSE survey on enterprises with less than 10 persons employed is, for Eurostat, an optional extension to the ICT survey for enterprises with at least 10 persons employed. It was carried out in 2012 for the first time and then repeated in 2016 and 2022 using a modified questionnaire.
In 2022, the enterprise replaces the legal unit as the interrogation unit.
