Objectifs :

The sole aim of this survey is to collect, by observing consumer behaviours, information that is essential for assessing the monthly changes in the prices of telecommunications services offered to households.

The Telecommunications Service Price Index is thus disseminated in the framework of the Consumer Price Index (CPI).

The following information is collected concerning the consumer behaviour of households for telecommunications services:

Mobile telephony:

- Form of the contractual commitment,

- Total monthly duration of calls,

- Temporal distribution of calls.

Landline telephony:

- Numbers of different types of subscriptions,

- Breakdown of the turnover of the most frequently subscribed and used services.

Internet Service Providers (ISPs):

- Numbers of old and new subscribers,

- Breakdown of the turnover of the most frequently subscribed and used services.

For the survey in year N (concerning the data for the fiscal year N-1), the questionnaires in paper format, are sent on just one occasion, in December of the year N-1.

The enterprises surveyed are given until 31 January of year N to return the questionnaires.

Historique :

This survey is consistent with and furthers the consumer profile survey of mobile telephony operators, which took place for the first time in 2003 for the fiscal year 2002.

Initially limited to mobile telephony, the scope of the survey was extended to all telecommunications services, following the convergence of the service offerings proposed to households by operators, which now cover landline telephony, mobile telephony and the provision of internet access.

The following parties are surveyed:

- Main operator proposing landline telephony services to households,

- Three main operators proposing mobile telephony services to households,

- Three main providers of internet services for households.
