INSEE maintains a national index listing natural persons, as well as the general electoral roll. Both are managed via the same information system: the index database of natural persons.
These services, framed by various regulatory texts, give INSEE a central role in the management of population registers for administrative purposes: certifying the civil status of individuals, assigning them registration numbers on the index – commonly known as the social security number – ensuring that each elector is enrolled on only one electoral list and that he is not deprived of the right to vote, etc.
