Unlike a canton, a "Canton-ou-ville" (or pseudo-canton) is a grouping of one or more entire municipalities.
In urban conurbations, each canton generally includes a part of the principal municipality and possibly one or more peripheral municipalities. In this case, INSEE considers the entire principal municipality as a single, distinct pseudo-canton.
For the peripheral municipality(ies), the pseudo-canton in question is then identical to the real canton separated from the fraction of the principal municipality that the real canton includes.
