Public intercommunal cooperation establishments (EPCI) are administrative structures grouping several municipalities that share powers and develop inter-municipal development projects.
They are subject to common, homogenous rules that are comparable to those of local authorities.
According to Article L5210-1-1 A of the French General Code of Local Authorities, Urban Communities, Conurbation Communities, Communities of Municipalities, Voluntary Municipal Consortiums and Métropoles are all such public inter-municipal cooperation establishments (EPCI).
