Objectives and methodology of the review

The objectives and methodology of the 3rd review were set by Eurostat and validated by the European Statistical System Committee (ESSC).

The third round of peer reviews has the following two objectives:

  • To review the compliance/alignment of the statistical system with the european statistical code of pratices (ES CoP);
  • To help National Statistical instituts (NSIs), Other National Authorities developing, producing and disseminating European statistics (ONAs) and Eurostat in their further improvement and development by indicating future-oriented recommendations.

The third round of peer reviews:

  • cover the 16 principles of the ES CoP;
  • give at the the peer review expert team the possibility to decide, for each country, on which principles it will focus during the peer review visit;
  • is based, as in the second review, on a combination of an audit-like and a peer review approach. The audit-like approach requires the provision of documents as evidence (attached to the self-assessment questionnaire or requested by peers) and the right for the NSIs to express diverging views on the recommendations and to formulate the corresponding improvement actions. Whereas the peer review approach allows for common agreement within the ESS on the methodology, the objectives, scope and implementation arrangements, the focus on improvements and a peer learning process.
