Champ

Population censuses

The data are offered to users in particular for comparing municipalities, grouping variable categories or obtaining results on personalized sets of municipalities.

Derived from calculations linked to sampling techniques, the data in terms of numbers are provided with several decimal places; these must be used for all calculations carried out, in order to avoid rounding errors.

The data come either from the main farm (princ.) or from the complementary farm (compl).

These sheets present the characteristics of the population census and deal with their consequences on the use of the data. They specify in particular the changes affecting the main statistical variables and their comparability with previous censuses.

Civil register

Annual statistics concerning domiciled birthsare drawn up from the statistical bulletins of civil status, drawn up by the mayors, at the time and in the municipality where the births take place. They relate to births having taken place in all the municipalities of France. Births that took place abroad or in the overseas communities (COM) are not counted.

The "commune" variable corresponds to the commune of the mother's domicile in France.

The statistics include declarative judgments of birth, but do not take into account stillbirths.

Annual statistics concerning domiciled deathsare drawn up from civil status statistics bulletins drawn up by the mayors, at the time and in the municipality where the deaths took place. They relate to deaths that have occurred in all municipalities in France. Deaths having occurred abroad or in overseas communities (COM) are not counted.

The "commune" variable corresponds to the commune of the deceased's domicile in France.

The statistics include declarative judgments of deaths.

Localised disposable income system (Filosofi)

The scope covers individuals belonging to ordinary tax households whose disposable income is positive or zero.

The share of taxed households is calculated on the basis of households whose declared income is positive or zero.

All employees databases (BTS)

The scope corresponds to employees in the private sector, including beneficiaries of subsidised contracts and professionalisation contracts; excluding apprentices, trainees, agricultural employees and employees of private individuals.

Business Demography Information System (Side)

The indicators relate to the creation and stock of companies and establishments in all non-agricultural productive and market activities. This field includes financial activities.

When referring to enterprises, all counts actually relate to legal units for this source. When a legal unit comprises several establishments, it is located at its head office.

The number of new enterprises or establishments corresponds to the number of legal units or establishments created during year N.

The number of businesses or establishments in year N corresponds to the number of legal units or economically active establishments in N.

Pay and salaried employment localized file (Flores)

The Flores system (Pay and salaried employment localized file) covers establishments that have employed at least one employee during the year, in France excluding Mayotte. In this municipal database, the data made available is also restricted to establishments active at the end of the year (last week of December), which excludes establishments which ceased their activity during the year.

The salaried workforce at the end of the year corresponds to the number of positions present in the last week of December in the employing establishment. The workforce at the end of the year in some establishments may therefore be zero, if the employee (s) during the year were no longer employed at the end of December.

Flores covers all salaried employment, regardless of the sector of activity and the type of employer (public or private, including individual employers). Establishments under the Ministry of the Armed Forces (military personnel as well as civilians) are excluded from the scope.

The Flores device succeeds Clap, whose last vintage described the year 2015. The results from Flores and Clap are not comparable, and therefore should not be the subject of evolving comparative analyzes.

Specifically:

-Clap covered all active establishments, employers and non-employers. The number of establishments with zero staff at the end of the year was therefore much higher in Clap, because of this difference in field.

- Conversely, Clap only counted so-called non-ancillary jobs, that is to say those exceeding a certain threshold of remuneration and / or duration. This restriction has been removed in Flores, which counts all workstations.

Permanent database of facilities

The permanent database of facilities (BPE) is a database intended for statistical purposes. It lists a wide range of facilities and services, whether commercial or not, that are accessible to the public throughout France as of January 1st each year.

The permanent database of facilities (BPE) is powered by different sources : sources used.

Hotel occupancy survey

The field covers tourist hotels, classified or not, with more than 5 bedrooms and campsites with more than 10 pitches, classified or not, including residential campsites. It also covers other collective tourist accommodation.

Statistics on the accommodation offer are established in conjunction with the regional tourism committees (CRT). They are offered at municipal level for France (excluding Mayotte).

The statistics concerning the outdoor hotel industry relate to the campsites offering sites for passing customers intended for tourists not electing domicile there, as well as on campsites offering pitches rented year-round, that is to say to a single customer for the entire opening period of the campsite.

Classified hotels and campsites are classified according to the new classification nomenclature implemented by the operator Atout France.

Unique electoral register

The unique electoral register covers all french territories except New Caledonia.

The scope concerns voters registered on the main electoral list.

The main electoral lists, maintained by the municipalities, record french voters associated with them who are eligible to participate in elections governed by the provisions of the electoral code, as well as any other consultations based on these lists.

Géographie

Population censuses 2011, 2016, 2022: dissemination in the municipalities of France outside Mayotte in geography on 2025 (projection of initial production in geography 2011, 2016, 2022) ;

Vital statistics: distribution to all municipalities in France in geography as of 2025 (projection of initial production in geography 2014 to 2024) ;

Localized Social and Fiscal File (Filosofi) : Data are published according to the geographical reference in force on 1 January 2025, but they were produced using the reference in force on 1 January 2024.
Consequently :

- Due to a municipal split that took effect on 01/01/2025, data are not available for the municipalities of Celles (15031), Chalinargues (15035), Chavagnac (15047), and Sainte-Anastasie (15171). These are included in the data for the municipality of Neussargues-Moissac (15141), corresponding to the municipality’s boundaries prior to the split.

- For municipalities that merged between 1 January 2024 and 1 January 2025, indicators are computed using the pre-merger geographic classification for the absorbing municipality, and are then applied to the boundary of the resulting merged municipality.

In addition, for the municipalities of L’Oie (85165) and Sainte-Florence (85212) and for the urban unit of Sainte-Florence (85139) that they form, the data are respectively included in the municipality of Essarts-en-Bocage (85084) and in the urban unit of Essarts-en-Bocage (85213). Similarly, data for the municipality of Suzan (09304) are included in those of the municipality of La Bastide (09042).

Data relating to Île-de-Sein and Île-de-Molène are not available.

Release threshold for the population census

The population census makes it possible to know the diversity and evolution of the population of France. Insee thus provides statistics on inhabitants and dwellings, their number and their characteristics: distribution by sex and age, occupations, housing conditions, modes of transport, commuting, etc.

Data from additional census holdings are not disseminated for areas less than 2 000 inhabitants. In addition, numbers below 200 should be handled with care, as it cannot be significant.

Particularity of Civil register data

The data, for the municipalities of Paris (75056), Lyon (69123) and Marseille (13055), are presented for the entire municipality and for each municipal district.

For these municipalities, the municipal district of the domicile is not systematically informed about the statistical bulletin. Births are therefore only counted in the database at the level of the municipality and not of the municipal district. The sum of births in the arrondissements of Lyon (Marseille and Paris respectively) is therefore not always equal to the number of births in the municipality of Lyon (Marseille and Paris respectively).

Dissemination thresholds and statistical confidentiality of the Localised Social and Fiscal Database (Filosofi).

Data from Filosofi are subject to statistical and fiscal confidentiality.

Dissemination thresholds are based on the fiscal population (i.e. the number of individuals belonging to tax households). These thresholds are defined for disposable income indicators using the total number of individuals in the area whose standard of living is positive or zero.

No statistics are released for very small areas (fewer than 100 individuals). Only the median disposable income per consumption unit (or standard of living) is released for slightly larger areas (100 individuals or more). Other indicators are released for larger areas (2,000 individuals or more).

Indicators may be broken down by socio-demographic characteristics provided that the sub-population considered includes at least 500 individuals. For the poverty rate, it is also necessary to ensure compliance with fiscal confidentiality rules, namely that there are at least 11 poor households and 11 non-poor households.

Indicators are rounded in order to ensure a minimal level of uncertainty, thereby preserving secondary statistical confidentiality and avoiding any impression of excessive precision. For poverty rates, the rounding depends on the size of the population in the area (to the nearest odd integer for areas with fewer than 2,000 individuals; to the nearest whole number for areas with 2,000 to fewer than 20,000 individuals; and to one decimal place for areas with more than 20,000 individuals). In addition, when rates fall within the ranges 0%–3% and 97%–100%, the values are truncated to the thresholds of 3% and 97%, respectively.

Amounts in euros are rounded to the nearest ten, while other income indicators are rounded to one decimal place.

Shares of income components (as well as sub-component shares) are published for areas with 2,000 individuals or more, provided that the component (or sub-component, respectively) is non-zero for at least 11 tax-based households.

If a single component (or sub-component, respectively) does not meet this threshold, a second component (or sub-component, respectively) is also suppressed.

Suppression also applies to at least two sub-components when their combined sum is lower than the encompassing share before rounding.

Confidentiality and precautions of the All Employees databases (BTS)

Data from the All Employees databases are subject to statistical confidentiality.

No statistics are published for areas with fewer than 2,000 inhabitants.

In addition, each box in the table must contain at least 5 employees and no employee may represent more than 80% of the total payroll for the box. Similarly, in the case of workplace data, no box should relate to fewer than 3 establishments (or companies) and no establishment (or company) should account for more than 85% of the total payroll in the box.

As a result of these constraints, results from certain areas with more than 2,000 inhabitants were excluded from the distribution.

The salary data in the All employees database has not been assessed or validated at a geographical level finer than that of the départements. Beyond that level, the data must therefore be used with caution.

All the data presented takes into account all the creation of new municipalities (mergers), prior to the indicated geography.

Example: On January 1, 2024, the new municipality of Oullins-Pierre-Bénite (69149) is created, in place of the municipalities of Oullins (69149) and Pierre-Bénite (69152). All data published in the geographical area as of January 1, 2025, including data prior to 2024, correspond to the boundaries of the new municipality of Oullins-Pierre-Bénite.

However, in the case of the re-establishment of communes (splitting of communes), it is recommended to study the affected communes as a whole, rather than individually, to ensure the accuracy and comparability over time of the data. Indeed, for the communes concerned, depending on the initial geography of data production, some data may be unavailable or correspond to the boundaries of the commune before re-establishment.

Example: On January 1, 2017, the new commune of Neussargues en Pinatelle (15141) was created replacing the communes of Celles (15031), Chalinargues (15035), Chavagnac (15047), Neussargues-Moissac (15141), and Sainte-Anastasie (15171). The five communes were re-established on January 1, 2025. The data initially produced using the 2017–2024 geography refers to the boundaries of the new commune and therefore does not allow for the deduction of all data for the five re-established communes as of January 1, 2025. It is therefore recommended to study these five communes as a whole to ensure the accuracy and comparability of the data over time.

Warning on the nature of municipal data and their use for the localized file of remunerations and salaried employment (Flores)

Insee makes localized data from Flores available to the municipal level. However, at this geographic scale, the results of this data warehouse have not been validated by experts. Each user is therefore called upon to exercise good judgment concerning the plausibility and relevance of the results, in particular in limited geographic or sectoral fields. As far as possible, the analyzes should focus on areas "of sufficient size" (several thousand salaried positions), in order to limit errors that could be due to occasional erroneous declarations by certain establishments.

Status of municipal data from Flores differs in particular from that of Employment Estimates, which are subject to full validation by experts and which are disseminated at a more aggregate level (department and employment area at the finest). In other words, the municipal data, in return for their finesse, do not benefit from the same validation and adjustment framework.
