The unemployment rate was stable compared to Q4 2015

In Q1 2016, the average ILO unemployment rate in metropolitan France and overseas departments stood at 10.2% of active population, as in Q4 2015.

In metropolitan France only, the number of unemployed was stable at 2.8 million people unemployed; thus, the unemployment rate remained at its Q4 2015 level (9.9%). It increased among youths and persons aged 25 to 49, whereas it decreased for those aged 50 and over. Compared to Q1 2015, the unemployment rate fell by 0.1 percentage points.

Among unemployed, 1.2 million were seeking a job for at least one year. The long-term unemployed rate stood at 4.3% of active population in Q1 2016. It increased by 0.1 percentage points compared to the previous quarter, as over a year.

In metropolitan France, among inactive people, 1.4 million persons wished to work but they are not considered as unemployed according to the ILO definition: they are part of the halo around unemployment. In Q1 2016, the number of people in this unemployment halo rose by 39,000 q-o-q and decreased by 26,000 over a year.

The employment rate increased by 0.2 percentage points in Q1 2016

The employment rate of the population aged 15-64 years stood at 64.6% in Q1 2016. It increased compared with the end of 2015 (+0.2 percentage points), more particularly among persons aged 50 to 64 (+0.5 percentage points). Over a year, the employment rate rose by 0.5 percentage points.

The full-time equivalent employment rate increased to the same extent as the employment rate, standing at 59.8% in Q1 2016.

Increase in permanent employment rate

Permanent employment rate for people aged 15-64 stood at 48.9% in Q1 2016. It increased by 0.2 percentage points quarter-on-quarter, as year-on-year. Fixed-term and temporary employment rate stood at 7.3%. It decreased slighlty compared to the previous quarter (-0.1 percentage points) and increased by 0.2 percentage points over the year.

Part-time employment rate stood at 11.9% in Q1 2016, increasing by 0.1 percentage points compared to Q4 2015. Full-time employment rate increased by 0.1 percentage points in Q1 2016, at 52.7%.

Underemployment decreased again

In Q1 2016, 6.4% of the employed persons were underemployed, a ratio decreasing by 0.1 percentage points over the quarter. Underemployment mainly concerns people who have a part-time job and wish to work more. Slack work stood at 0.2% of the employed.

The activity rate increased slightly

The activity rate of people aged 15-64 stood at 71.7% in Q1 2016. It increased by 0.1 percentage points quarter-on-quarter and by 0.4 percentage points compared to Q1 2015.

Revisions

The ILO unemployment rate of Q4 2015 has been revised downwards by 0.1 percentage points, to 9.9% of active population for metropolitan France (and to 10.2% in France including overseas departments), compared to the provisional result published on 3 March 2016. Besides the usual revisions, the weightings of the Labour Force Survey have been revised to include the results of the 2013 census.
