Unemployment rate decreased by 0.1 point in Q4 2013 ILO Unemployment and Labour Market-related indicators (Labour Force Survey results) - 4th Quarter 2013

In Q4 2013, the average ILO unemployment rate in metropolitan France and overseas departments stood at 10.2%.

Warning: Since the first quarter of 2013, the questionnaire of the Labour Force Survey is an updated one. Some questions were renewed, mainly in the objective to make the interviews more fluent thanks to a better wording of the questions. The assessment of the data shows that the new questionnaire has changed the way some interviewees answer to certain questions. This has impacts on the estimates of levels.

In this Informations Rapides, the estimates are based on the results of the new questionnaire. The longitudinal series have been revised to be in coherence with it. It also presents a new improved measure of inactive people who wish a job (unemployment’s halo).

Unemployment rate

The unemployment rate decreased by 0.1 percentage point in Q4 2013 in metropolitan France

In Q4 2013, the average ILO unemployment rate in metropolitan France and overseas departments stood at 10.2%. In metropolitan France only, with 2.8 million people, 9.8% of the active population was unemployed. The unemployment rate decreased by 0.1 percentage points q-o-q. Over a year, it was steady.

Among inactive people, 1.3 million wish to work but they are not considered as unemployed: they are part of the unemployment’s halo. Over a year, it slightly increased.

ILO employment and activity

The employment rate of the population aged 15-64 years was steady in Q4 2013 and over the year, and stood at 64.1%.

The activity rate of the population aged 15-64 years decreased by 0.1 percentage point and stood at 71.1%. Over the year, it was steady.

Updated questionnaire

For this publication, we provide backdated series before 2013. In comparison with the series based on the previous questionnaire, the impact on the unemployment rate is estimated at 0.5 percentage point.

The new questionnaire also leads to a higher level of underemployment and of unemployment’s halo. In the unemployment’s halo case, an other effect is due to an harmonization with Eurostat’s concepts (see methodological documents).

Revision

Due to the integration of the survey among non respondent people, the ILO unemployment rate of Q3 2013 downgraded by 0.1 point with regard to the temporary publication of December 2013.
