Frascati Manual

Definition

The Frascati Manual is the benchmark methodology for collecting and using research and development (R & D) statistics.
This manual contains the definitions of the basic notions and guidelines for data collection, as well as the classifications to use in compiling statistics.

It is regularly updated. Its sixth and latest edition (2002) features the guidelines that are best adapted to monitoring developments in OECD countries, notably for the measurement of service-sector R & D, the globalisation of R & D, and the human resources assigned to it.
