The Community Innovation Survey is conducted by all the countries in the European Union and is based on internationally-harmonised definitions (OECD Oslo Manual). It serves among other things to describe the innovation process, measure its economic weight, evaluate its effects and appraise its mechanisms (cooperation, resources, obstacles, etc). The latest survey (CIS 2006) covered innovations between 2004 and 2006. In France, its scope was limited to industry. The previous survey (CIS 2004) on innovations between 2002 and 2004, and the next one (CIS 2008), however, cover the whole market sector, except for agriculture.
