SILC Scheme

Definition

The statistical survey on income and living conditions (SILC Scheme) is the French component of the common EU-SILC system. It was introduced in 2004 to replace the former European Community Households Panel (ECHP), which ceased to exist in 2001.
The system is based on a general survey face to face which covers income (for the previous calendar year), financial situation and the living conditions of households. Since the collection of 2008, data of income are recuperated by matching with admistrative and social files (DGFIP, CNAF, CCMSA and CNAV). It also integrates since 2008 the projections of financial income generated by products tax-exempt or subjected to levy at source.It serves as a reference tool for comparisons of poverty rate and of income distributions between member states of the European Union and for the collaborative actions to combat social exclusion. The data is collected annually by means of a panel survey.
