Monthly Statistics concerning enterprises births are formed on the basis of information from the register of companies and establishments (Sirene). Since 1 January 2007, the notion of enterprise birth has been based on a harmonised concept at the European level to facilitate comparisons: enterprise birth corresponds to the implementation of new means of production.
In relation to registrations in Sirene, to fulfil the harmonised concept, a birth refers to :
1) enterprises births corresponding to the creation of new means of production (a new registration is included in Sirene) ;
2) cases where the entrepreneur (generally an individual entrepreneur) resumes an activity after an interruption of more than one year (there is no new registration in Sirene but use of the former Siren number) ;
3) takeover by a new company of all or part of another company's activities and means of production (a new registration is included in Sirene) when there is no continuity of the acquired company.
It is considered that there is no continuity of the company if out of the three following components concerning the company's head office, at least two are modified during the takeover: the legal unit controlling the company, the economic activity, and the location.
Since the relative datas from January 2009, statistics concerning enterprises births include the registrations with auto-entrepreneur status registered in Sirene. This counting does not include the entrepreneurs already active before January 1st, 2009 who ask, in exceptional title on March 31st, 2009, at the latest, to benefit from the micro-social system and from the fiscal payment in full discharge for 2009.
The statistics of enterprise birth covers all the trade activities except agriculture.
